DOE Finalizes Conflict of Interest and Conflict of Commitment Regulations

Per the July 16, 2026, Federal Register, the US Department of Energy (DOE) has finalized regulations establishing permanent conflict of interest (COI), conflict of commitment (COC), and organizational conflict of interest (OCI) requirements for recipients of DOE financial assistance. The rule is effective August 17, 2026. Details on the policy and its impacts will be included in a future Research Security Briefing.
